I. INTRODUCTION: In the early 90’s, rumors about the projected creation of a new province within Davao province spread like wildfire. As it has added appetite in the coffee tables of prominent political figures in Davao province, majority of the members of the police force assigned in Davao del Norte merely waits for the result of the legislative process it has gone through from the first reading to the second reading and finally, the third reading.
The principal author of the Bill is Congressman Rogelio M Sarmiento of District 1 while the co-authors were Congressman Baltazar A. Satur of the 2nd District and Congressman Rodolfo P Del Rosario of the 3rd District. However, it was the late Congressman Lorenzo S Sarmiento who first filed the Bill (HB 35290) sometime in the late 1980’s seeking to divide the province. ( Read more.......)
