History of COMVAL PPO

I. INTRODUCTION:
In the early 90’s, rumors about the projected creation of a new province within Davao province spread like wildfire. As it has added appetite in the coffee tables of prominent political figures in Davao province, majority of the members of the police force assigned in Davao del Norte merely waits for the result of the legislative process it has gone through from the first reading to the second reading and finally, the third reading.

The principal author of the Bill is Congressman Rogelio M Sarmiento of District 1 while the co-authors were Congressman Baltazar A. Satur of the 2nd District and Congressman Rodolfo P Del Rosario of the 3rd District. However, it was the late Congressman Lorenzo S Sarmiento who first filed the Bill (HB 35290) sometime in the late 1980’s seeking to divide the province.


II. THE PNP TRANSITION:
Setting aside for the moment the foregoing political development in Davao del Norte, the transition period of the PNP went on full scale based on the so called Staffing Pattern as prescribed by RA 6975 otherwise known as “An Act Establishing The PNP Under A Reorganized Department Of The Interior And Local Government And For Other Purposes”. The Davao Norte Police Provincial Command, in particular, was renamed “Davao Norte Police Provincial Office”. Subsequently, its three reaction companies, the 431st, 437th and 459th PC Companies for the second time around were realigned. Eventually the former 459th Mobile Force Company, which holds headquarters in Poblacion Monkayo was deactivated to pave the way for the operationalization of two (2) provincial mobile groups in Davao province.

The 432nd Mobile Force Company based in the Municipality of Tagum was renamed 1101st Provincial Mobile Force Company and later called 1101st Provincial Mobile Group. Its original home base inside the DNPPO was retained and its area of responsibility covered the municipalities of Tagum, Asuncion, Kapalong, New Corella, Talaingod, Sto Tomas, Panabo, Carmen and the Municipalties of Babak, Penaplata and Kaputian in Samal Island.

The 437th Mobile Force Company based in Lapinigan of the Municipality of Mabini was renamed 1102nd Provincial Mobile Force Company and later on as 1102nd Provincial Mobile Group. Its area of operation covered the municipalities of Pantukan, Mabini, Maco, Laak, Mawab, Nabunturan, Compostela, New Bataan, Maragusan, Montevista and Monkayo.


III. ACTIVATION OF COMVAL PPO
The Compostela Valley Police Provincial Office was activated as a Type “C” Police Provincial Office with permanent site at the municipality of Nabunturan effective 01 April 1998 pursuant to General Orders Number DPL-98-01, Directorate for Plans, NHQs, Philippine National Police, Camp Crame, Quezon City. Initially, the PPO shall have an authorized complement of 6 PCOs and 27 PNCO.

The jurisdiction of Davao del Norte PPO and Compostela Valley PPO was restructured as follows: Davao Del Norte to cover Tagum, Asuncion, Kapalong, New Corella, Talaingod, Kaputian, Sto Tomas, Panabo, Carmen, Babak and Samal; and Compostela Valley to cover Nabunturan, Monkayo, Montevista, laak, New Bataan, Compostela, Maragusan, Mawab, Maco, Mabini and Pantukan.

It became operational, however, on 04 May 1998, when PSUPT JOSEFINO G CATALUÑA took over the responsibility as the first Provincial Director after it was formally turned over by Davao Norte PPO as witnessed by the OIC-Governor, Madam Sarmineto in a simple ceremony held in front of the Municipal Hall of Nabunturan.

On the same day, PSUPT CATALUNA called his a command conference, which was held, at the 2nd floor of CHO Restaurant, Arabejo Avenue, Nabunturan. The 11 Chief of Police and GD, 1102 PMG were present to hear the policy and guidelines of the newly installed PD. Noteworthy among the agenda was the “flow of communication” with the word “COMVAL” to be officially adopted in lieu of :”Compostela Valley”. The official radio call sign of the PPO was “Vulcan”. The term “Vulcan” stands to represent the AOR as the PD took cognizant of existing volcanos in the province. It was coined from the visayan word “Bulkan” which means Volcano in the English language. On December 8, 2001, the PPO and the 1102 PMG finally transferred to its permanent site in a 2.4 hectares lot situated at Purok 16, Poblacion Nabunturan.
