PRO 11 AT A GLANCE
On June 1, 1978, the former IV PC ZONE stationed at camp Parang in Maguindanao was divided into four commands which led to the creation of the PC/ INP Regional Command XI pursuant to Gerenal Orders number 126, HPC/INC dated 01 june 1978 with its assigned area of responsibility covering the provinces of Davao Del Norte , Davao Del Sur, Davao Oriental, Surigao Del Sur, South Cotabato, Davao City and General Santos City.
Before its creation, the Aboitiz family donated a six hectare compound in Sitio Catitipan, Barangay Communal in Buhangin where the construction of the first four buildings for the regional headquarters began. The initial establishment and construction of Camp Catitipan in 1976 were under the provision of BG Herminio N. Ahorro who was then the commander of the Task Force Pagkakaisa stationed at the Davao City Airport, in Barangay Sasa. Initially, there were only for bulding of the Command. The Regional Headquarters building which houses the Command Group and the General Staff today, the Headquarters Service Company, the Enlisted Personnel Barracks and the Headquarters Mess Hall. In 1979, 13 more additional buildings were constructed including 7 barracks of the former 56 PC Battalion. Most of these buildings were constructed of prefabricated steel materials of the Engineering Brigade of the Philippine army. Years later, 29 additional buildings were constructed including 2 guard houses at the main gate, a basketball court, 2 tennis courts and an elevated water tank and 2 condominium unit for PCO and PNCO assigned this Headquarters. Today, Camp Catitipan has the cooperative building, PIO and library building, perimeter fence, Ammo Dump, Day Care Minding Center including comfort rooms, Children’s Park and Memorial Monument, RD Kiosk and RD’s Security Quarter and Nip Hat Rest House, Firing Range. Today, the Philippine National Police Regional Office XI is manned by 4,859 strong police force and NUP’s equipped with communication and office equipments and firepower capability. It is composed of 322 Police Commissioned officers and 4,408 Police Non-Uniformed Personnel distributed in the different offices/ units at the Regional Headquarters, Police Provincial Offices, Davao City Police office, the 11th Regional Mobile Group, Provincial Mobile Groups, and Police Stations. There is the headquarters Support Group that supports the administrative requirements of the Regional Headquarters while the 11th Regional Mobile Group serves as the striking force of the Regional Office XI in its peace keeping functions are the National Support Units based in the Regional Headquarters and around the City. The Regional Health and Dental Service, the Regional Internal Affairs Services, COMMEL, the Criminal Investigation and Detection Group XI, Narcotics XI, Crime Laboratory XI, Regional Aviation Security Office XI, Maritime XI, Regional Intelligence Group XI, and regional Traffic Management Office XI.
