Our PNP Regional Director for Region 11 is one of the treasures of the Philippine National Police and has proven his worth with his exemplary performance in Police intelligence, operation, management and administration.Born on the 29th of April in Ballesteros, Cagayan, he is happily married to Edwina Dela Rosa and they are blessed with two smart and beautiful daughters who are now both professionals: one graduated from U.P. while the other graduated from Ateneo De Manila University. A consistent valedictorian during his elementary and high school years, he entered the University of the Philippines in Diliman, Quezon City as a freshman Chemical Engineering student in 1972. In 1973 he began his stellar career in the PNP and the defunct Philippine Constabulary when he entered the Philippine Military Academy and graduated nr 7 in the class of 1977. He finished his Bachelor of Laws at the University of the East, Manila in 1983 and passed the bar in the same year obtaining a rating of 85.65%. In 1995, he completed his Master in Public Administration (MPA) in Law Enforcement and Security. His numerous trainings include Police Attache Course, where he graduated nr 1 and the Police Intelligence Officer’s Senior Executive Course (PIOSEC Cl 94-01). He also finished the PC Officer’s Advance Course, Intelligence Officer Basic Course, Military Intelligence Officer Collection Course, Underwater Operations Course and Scout Ranger Orientation Course. His success in his field of endeavor was highlighted by the numerous awards he received, which include the 1997 Dangal ng Bayan Award from the Civil Service Commission which earned him a meritorious promotion to PSSUPT way ahead of his class. in 1987, then a Captain, he was the PC CAPCOM junior of the year, and in 1994 he was adjudged as the PNP junior staff of the year. He was the best CIDG Regional Officer in 1996 – when he was assigned at the CIDG Regional Office 4, and in 2001 he was adjudged as the NCRPO Senior Staff Officer of the year. He became best Provincial Director – when he was the PNP Provincial Director of Albay Police Provincial Office in Region 5, for two consecutive years – 2003 and 2004. His being inherently skilled and intellectually gifted paved the way to many opportunities that made him successful in the profession he had chosen. From being a junior officer, he climbed his way up the ladder and handled various sensitive positions. Before he became the District Director of the Northern Police District (NPD) from 2006 to 2008, he was the Deputy Director of the Criminal Investigation and Detection Group (CIDG). His Military service medals include two (2) Bronze Cross Medals, ten (10) Military Merit Medals and seven (7) military commendation medals. On the other hand, his PNP service medals consist of two (2) Medalya ng Katapatan sa Paglilingkod, two (2) Medalya ng Kadakilaan, eleven (11) Medalya ng Kagalingan, twenty-four (24) Medalya ng Kasanayan, eleven (11) Medalya ng Papuri and one (1) Medalya ng Mabuting Asal, among others. |
